Hongyun Zhou, Ph.D. in Sociology at Tsinghua University, now is Associate Professor and Deputy Director of the China Center for Comparative Politics & Economics (CCCPE). This is the second in a series of workshops focusing on enterprise being held in Chicago, Leeds and Zhejiang in 2007-08.
The ambition is to explore aspects of practice and research and developing entrepreneurship skills in the context of the distinctive requirements to develop global entrepreneurs. We are defining global entrepreneurs as individuals and organisations equipped to work across geographical, political and economic boundaries to accelerate the development of innovative research, systems and products. Increasingly creative adaptable and cross-cultural individuals are needed to develop new types of relationships, partnerships and organisations that are based on extensive trans-national collaborations.

Chinese Administrative Law in Comparative Perspective

Administrative law establishes a mechanism by which citizens can challenge government actions in courts, and, in some systems, participate in government policymaking. China has developed a system of administrative litigation in recent years by which citizens can sue government. Many western observers see this as a nascent system of rights protection and liberalization. I adopt an alternative perspective that sees administrative law systems as tools for government provision of information. This point of view allows us to understand the timing of China's adoption of the system as well as the structure of the system. The implications of China's system will be discussed as well.

This presentation first sets the context of gendered opportunities in the current period of China's reforms. Then it explores issues of changing rights to land using a case study conducted in Liaoning Province. Land tenure policies have strong impacts on life in rural China, and these impacts are examined through the contrasting experience of two sisters in the village of the case study.
